The successful candidate will have a valid SC Clearance or be willing to have on sponsored by the client. Please Note: This assignment sits outside of IR35.This is a Limited Company Engagement Only. Takes responsibility for the definition; documentation and safe execution of a single major project or a number of smaller initiatives; actively participating in all phases of the project. Identifies; assesses and manages risks to the success of the project. Effectively estimates costs; timescales and resource requirements for the successful delivery of the project(s) to agreed terms of reference. Ensures that realistic project and quality plans are prepared and maintained and tracks all activities against the plan; providing regular and accurate reports to stakeholders; as appropriate. Monitors and forecasts costs; timescales and resources used; and takes action where these deviate from agreed tolerances. Ensures that delivered systems are implemented within these criteria. Manages the change control procedure; ensures that change is captured; impact assessed and approved and ensures that project deliverables are completed within planned cost; timescale and resource budgets; and are signed off. Gains agreement for revisions to the project(s) from project sponsors. Provides effective leadership to the project team ensuring that team members are motivated and developing their skills and experience. Takes appropriate action where performance deviates from agreed tolerances. Actively represents the project team; ensuring that effective relationships are built and maintained with the business. Ensures that own projects are formally closed and; where appropriate; subsequently reviewed; and that lessons learned are captured and actioned. Produces appropriate documentation to support these processes. Job Description: Brief description of role: Lead on the development and implementation of IaaS activity within the Home Office Biometrics (HOB) Programme to ensure a suitable IaaS service is available to HOB projects and products ongoing, i.e. a service that has appropriate cost, security, service, availability and connectivity characteristics. HOB is currently using IaaS for closely related business applications, including its Biometric Services Gateway, the HOB Application Support function. A number of projects now in development will also utilise it. The contracts supporting the current hosting arrangements expire in Dec 17 and the programme needs to identify a replacement service and transition to it. In doing so, the programme will need to consider alignment with HO DDaT strategy around use of the Cloud. The transition will be relatively complex with a number of projects in flight, products already delivered and a number of related re-procurements due to happen during the critical transition period. Essential Criteria: • Equivalent experience in delivering in a similar role or industry • Strong analytical and numerical skills • Good communication and negotiation skills • Articulate, both verbally and in writing • Objective, logical and enquiring mind • Team player • Demonstrable resilience under pressure • Scrum (and other agile methodologies) • PRINCE2 • Microsoft Project • Extensive knowledge and experience of Infrastructure as a Service • Systems and Service Integration, End to End Testing (Unit Test, System Test, System Integration Test, User Acceptance Test, Operational Acceptance Test, Operational Performance Test) • Enterprise Architecture • Data migration • Commercial experience, including supplier management, procurement, dispute resolution Desirable Criteria: • Managing Successful Programmes (MSP) • PMBOK and APMBOK • Management of Risk (M_o_R) • Scaled Agile (e.g. Certified SAFe Agilist) • Enterprise Project Management tools (e.g. Microsoft Project Server, CA Clarity, Primavera) • Certified Scrum Master or Professional Scrum Master 1. Manage large sized projects and workstreams from end-to-end within the Home Office Biometrics Programme 2. Implement and manage effective and appropriate project governance 3. Own the production of key project management products, ensuring they meet the required quality standards and are approved by the relevant stakeholders. 4. Identify and manage dependencies and interdependencies. 5. Define and manage project and workstream budgets and resourcing plans within project and programme levels and tolerances. 6. Work closely with the Technical Design Authority team in producing high quality technical requirements and translating requirements into deliverable plans. 7. Lead the development of the commercial approach and plan, and supplier engagement for the project or workstream in line with the overarching HOB commercial strategy, liaising with the programme commercial team and, if required, leading the procurement process. 8. Working with Delivery Leads, Project Managers, Technical Design Authority and Commercial, identify the optimum transition path to the new IaaS. 9. Transition the programme to the new service without significant disruption to projects and existing services/products, taking into consideration technology deployment, data migration and capability deployment (training and engagement activities) 10. Lead stakeholder engagement with internal and external stakeholders, including with the Platforms and Infrastructure team in HO DDaT 11. Manage or contribute to other projects and activities which may be associated with or relate to the main project activity, or the wider delivery of the programme.
